Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the December 2023 Project Management Oversight report.

Task 1 involved a systems review of Pace's capital projects completion process and recommendations of industry best practices. The consultant completed the task order for this funding. Project DetailsDescription
This project will fund the professional services of a consultant team to provide additional program management capacity made necessary by the extra funding from the state of Illinois. Funds programmed in 2022 will finance the second year of a five-year agreement with WSP Inc. for professional services under the Project Management Oversight (PMO) contract awarded by Metra’s Board in August 2020.

The project management oversight contract was awarded to WSP. WSP and Metra staff are working through the process to support delivery of Metra’s Capital Program. Purchase Order Releases have been approved and work is in progress on various capital projects. Project Start-Up deliverables have been completed and approved as the quarter ending September 30, 2023.

Project DetailsDescription
This project provides for the development and implementation of an Enterprise Resource Planning (ERP) System at Metra. This project will replace Metra's payroll software that is nearing technical obsolescence as Microsoft is scheduled to end support of the current application. The replacement system will integrate internal and external management of information across the Metra organization, including such areas as finance, accounting, sales, inventory, customer service and human resources.

Project DetailsDescription
This project consists of the replacement of the coaxial cable and copper cable used to conduct voice and signal data on the Metra Electric District’s Main Line. The fiber optic cable will connect to the recent installation on the South Chicago Branch and Blue Island Branch and extend to the downtown terminal. Existing cable will be replaced with fiber optic cable. New cable will be hung on the catenary structures in a manner similar to the existing cable.

Project DetailsDescription
This project will provide design and construction funds for the replacement of the Morgan Street Interlocking on Metra’s Milwaukee C&M subdivision, the signal system infrastructure between Canal Street and A-2 interlocking. The Morgan St. Interlocker and crossings were originally installed in the early 1960’s. The signal system is also affected by the extreme weather conditions common to the Chicago region. It has become extremely difficult in recent years to get parts to make repairs to keep the system operational.

The Morgan Non-Vital 60% design was completed. The Morgan Vital work has a 60% preliminary design submittal which was submitted and under review. An IGA with CDOT was executed and CDOT is reviewing the civil drawings. Once approved and comments addressed, the civil drawings before the designer can proceed to the 90% design submittal.

Project DetailsDescription
This project will provide funds for the replacement of the Seeger Interlocking on Metra’s Union PacificNorthwest line (MP 18.5). The layout of the control point only allows 30 mph crossover speeds forcommuter trains. The goal of this upgrade, in addition to updating the equipment, would be to increasethe train speeds to 40 mph, and upgrade the switch layouts to meet current railroad designspecification.The existing signal system is approximately 50 years old and requires replacement due to age andcondition. The signal system has had malfunction issues that have caused delays. The replacementequipment will include a modern, solid state control point and an upgraded switch machine.By renewing the signal infrastructure with the latest technologies, Metra can increase operationalefficiency, enhance safety, reduce delays, and have a life expectancy of additional twenty plus years.FY2020 PAYGO funds will be used to implement this project.

Project DetailsDescription
Transit Signal Priority Integration - TSP implementation along priority corridors as part of the Regional Transit Signal Priority Implementation Program. Pace plans to deploy TSP along nine additional corridors at approximately 300 signalized intersections. The corridors include: 159th Street, Sibley Boulevard/147th Street, Roosevelt Road, Cicero Avenue, 95th Street, Grand Avenue (Lake County), Cermak Road, I-90 Transit Corridor Access Intersections and Halsted Street. This form represents the portion of the project funded with PAYGO in 2024. Years 2021-2023 of TSP related projects are funded with ICE funds as shown in Exhibit I.

The vendor received the permit to implement TSP system along 58 signalized intersections of Dempster Street from IDOT. Systems integration testing were completed at 47 of the 58 signalized Dempster intersections was completed and railroad crossings field tests/data analysis completed at various locations along Dempster. TSP installation along Dempster St. in Evanston is in process and will continue thru Q2-2023. The vendor completed construction and systems implementation along Grand Ave. in a previous but this quarter acquired IDOT District 1 approval and permitting for EOS deployment along Grand and other corridors. Deployment and initial testing of TSP along Roosevelt Rd. was completed and the vendor is currently demonstrating the information to IDOT Dist. 1. Project DetailsDescription
This project involves upgrades to protected grade crossings to improve safety and reliability of grade crossing protections. Metra has approximately 300 active grade crossings with warning devices. This project will fund upgrades of circuitry at these grade crossings to the latest technology. Metra will install monitors to remotely check the condition of the grade crossing protection system. When a monitor detects an anomaly, the system will send notice to the back office and dispatch a signal maintainer to perform repairs.

Metra has executed a contract with a software vendor in January 2023. Currently, the 14 locations are being updated with remote monitoring. The software vendor is also working on the user interface. The construction at grade crossings is ongoing and will be completed at all locations this summer along with complete software installations and training.
